For most fill and capping, and for a great deal of domestic sub-base work, yes, and it costs less. The distinction that matters is contractual rather than technical: if a drawing or specification names primary Type 1, use Type 1. If nothing does, recycled is usually the better buy.
A coarse recycled capping material, larger and less uniform than crushed concrete sub-base. It is used to build levels up and provide a working platform beneath a formal sub-base, and it is one of the cheapest ways to gain depth over a large area.
Crushed concrete, brick and hard demolition arisings, graded and screened. Content varies between loads and between facilities, which is exactly why it is a fill material rather than a decorative or structural one.
Yes, well, and that is the point of it. Graded recycled sub-base consolidates much like primary stone. As with anything, it wants laying and compacting in layers rather than tipped deep and rolled once.
